A chiller is the bit of the air-conditioner that actually does the chilling.

The other bits of the air conditioner are concerned with moving air around and maybe heating the air.

An air conditioner uses refrigerant to travel along a copper pipe between an indoor unit and an ourdoor condensing unit. The refrigerant leaves the condenser as a liquid and boils off to a gas during it's travel through the indoor unit by blowing a fan across the indoor coil and removing heat from the room. The heated gas then returns to the outdoor condenser and is then cooled and condensed by air across a coil back to a liquid at the outdoor unit and the process begins again. Air conditioners can be used in large buildings as well as small ones.

A chiller only uses refrigerant in the outdoor unit to chill water, no refrigerant is in the building. The chilled water is then pumped along the copper pipes to the indoor units and the cold water runs through a coil on the indoor unit. Blowing a fan across the coil creates a cold draught and draws heat from the room and the heated water is then pumped back to the outdoor chiller which cools the water again by running it through a heat exchanger. The water and refrigerant never mix.

A chiller reduces the temperature of a item, whereas an air conditioner maintains a room at a certain temperature and relative humidity level. Additionally they can remove dust particles from the air.
