Okay, in jeans, you are a size 12 because of the 32 inch waist. The seat is going to be a little baggy though because of the smaller hips ratio. Try on the jeans and see if you can get into a 10 that stretches!

Find a style and brand you like. Pick up a size 10, 12 and 14 (or 9, 11 & 13 in odd sizes) in that jean and go to the dressing room. Try on a size 12 (or 11) first -- that's what size you *should* be, but brands and styles seem to have their own sizing to some extent. If they're too big, try on the 10, if they're too small try on the 14. (You may even need to try an 8 or 16 if you're still too tight or too roomy.) If nothing is quite right, try another style or brand.
Another tip: If you're outgoing enough to do it and you see someone who appears to be built very similar to you in size and in shape who's wearing a pair of jeans that fits beautifully and is in a style you'd like on yourself, stop that person, compliment her on her jeans and how great they look on her, tell her you've been looking everywhere for a pair like them but haven't been able to find any that fit -- then ask, very politely, what brand they are and if she remembers where she got them.
At worst, she'll think you're a flake and get away from you as fast as she can. At best she'll be very flattered, remember exactly where she got them and be eager to play fashion/shopping expert.

a 32 in. waist is between a size 10 and 12 in womens sizing. (can vary more depending on whether the place you shop uses vanity sizing.) Generally you can subtract 21 from your waist in inches to get your size.

no one can really tell you. it varies a lot between brands and even styles! Sometimes I am one size in a brand and in the same brand different style, I am another size! You just have to try them on and see what feels and looks best for you.

What is your weight. Depending on how evenly distributed your body fat is, it's hard to tell just by your hip measurements. I would guess a size 10.

Just go to the store and try them on. You can't go just by measurements because sizes are different in different brands.
