I won't go into the history, let's just say I want a bit of friendly revenge. What I'd like is a good, ole' fashion wholesome prank that doesn't permanently scar or emotionally damage some one, doesn't destroy any personal property (namely my own), and that will fit into a low cost budget (free). Any ideas?

When you're at a restaurant - ask your friend if he/she wants to feel the heat.

Then put a pile of ketchup on a napkin. Keep sprinkling salt on it while waving your hand over it as if you're trying to feel "heat" coming from the ketchup. Then when you "feel" it, tell your friend to put his/her hand over to feel it. When they do that, slam their hand down into the pile of ketchup.

Be careful though, it can get all over the place.

get into their house/apt and butter their cabinet nobs. Take out say 5-6 slices of bread then hollow out the rest of the loaf, then put the slices back. This way they don't notice until a day or two later. Hide their shampoo/conditioner in the toilet tank. Unplug the mouse and keyboard on the computer, make sure you don't fully pull them out, just enough to make them not work, that way when they look at the back of the computer they don't notice them unplugged. Leave post-its all over the place with stupid/crazy messages... all simple and quick

order from three different chineses resturants, and two different pizza places, and send it to their house. order atleast $150 worth of food in total. the most unforgettable prank I ever did to someone in my life!
