I don't think that refers to hanging as a means of slaughter. I think it means the meat, after the animal is dead, is hung to age.

A cow is killed by a sliced throat. The cow is dead long before it is ever hung. A cow has to be hung for the butchers to cut off the fat, and to skin the cow. Of course, the whole job is not for anyone with a weak stomach.

You are supposed to kill the cow before you hang the meat. So you have a choice about being cruel, without compromising the taste of the meat.
