How does it work? Or how is it that it works? Let us address the concept of "will" itself, regardless of past, present, or possible tense.
Let's begin with the idea of Karma. In physics it's known as "for every action, there is an equal and opposite reaction". For every thought you have, which manifests in an action, that action must be revisited upon you... this is the Karmic Law. Imagine the thousands of thoughts which have actions waiting to happen.... This is the reason we have a "limited free will". Much of ones day is spent in going though or experiencing the actions that are "due" one. This leaves little time for creating new actions... although we do this also.
Human will is the operation of ones Apapsyche [or the operational energy of ones Soul] simply complying to the "purpose of life" which is to fully explore and experience the entire Creation. That ones brain "thinks" that it is the doer is simply because it has no idea what the MIND is, or that one has an Apapsyche.
How the will works? The working of it is automatic. It is built into the system, so to speak. Will is the desire to know, and the human body is the vehicle through which ones will operates. Ones MIND manages it, and ones Apapsyche experiences the process.

That's an easy question , the human will is only as strong as the persons' mind as well as there body. I will expand... If you don't have the energy than what good is the will, because it won't be strong engough to get what is accomplished if one is to weak to do something that is phsyical , but the mind also gets tired and the will as they they is only as strong as the person themselves, but that is not true because the will is stronger than the person and whoever has a strong will accually has a stronger one when well rested. So, the will is stronger than the person any person.
