I have all settings exactly as they should be. What could be the problem with the monitor and it's shades?

1 - check the physical connection between the computer and the monitor

2 - check the settings on your graphics card drivers, most likely in control panel or bundled with the graphics card

3 - check the settings on the monitor itself

If all else fails, your monitor may be damaged... however I have a feeling this is most likely a result of #1.

If the whole screen is tinted blue and no settings in Windows or the monitor menus will change it, look at the monitor plug at the back of your computer. See if there are any bent pins. However, it is okay to be missing pins, a lot of monitors don't include all 15 pins because they don't always use all of the pins.

If the plug looks okay, you need to replace the monitor.
