How did you decide that your water was contaminated?
Aluminum sulfate is *deliberately added* to drinking water to cause impurities to coagulate which are removed as the particulates settle to the bottom of the container or are more easily filtered. Take a look a "typical" US water-treatment facility and "flocculation."
If you increase the pH of aluminum sulfate-containing water to neutral or slightly alkaline, a gelatinous precipitate of aluminum hydroxide, Al(OH)3 is formed.
