Non-stick coatings are applied in layers, just like paint. The first layer is the primer and it is the special chemistry in the primer that makes it adhere to the metal surface of the pan. Because it's made of teflon, which isn't sticky.

In fact, teflon is so unsticky, it's difficult to get the coating to stick to the pan. They do this by making the surface it has to adhere to, very rough, and moulding the teflon into all the tiny holes.
