It is an average of the country. No one really has .5 (or 1/2) of a kid. Some people use that as an expression or a joke as they carry on a conversation.

I think 2.5 kids means 2 kids and one on the way.I don't think it means anything else.I have 3 and I still don't know how the last one .5 got here but im glad he is.
