Most acids will dissolve rust. I would use a mild acid such as vinegar (acetic acid). Pour some, undiluted, in an inconspicuous spot to test for color fastness. If OK, treat the spot by pouring undiluted onto the area. Agitate slightly with a white cloth. Let remain on the surface for about 30 minutes. If the rust has not dissolved, try a second application. Rinse well with clear water (or if the fabric can tolerate it, wash it). Hope this helps.

Sounds like A - you're going to have to take the buckle off the jacket - you can get another one either that will match the old one or one that you like even more at your local sewing shop!!!
now on to the rust stain - you can try something already mixed called "Carbona" esp for rust - but i you want to do something with things you have around the house try this -
Rust Removing rust stains can be difficult. These stains cannot be removed with normal laundering. Do not use chlorine bleach, as chlorine bleach will make the stains permanent. Small stains may be removed with a few drops of a commercial rust remover, or by repeated applications of lemon juice and salt on the stain. Do not let the fabric dry between applications.
You can also use liquid laundry detergent and oxygen color safe bleach or non-chlorine powdered bleach. If safe for the specific fabric try this old home remedy, boil fabric in a solution of 4 teaspoons of cream of tartar per pint of water. Rinse thoroughly. Rust removers that contain hydrofluoric acid are extremely toxic, can burn the skin, and will damage the porcelain finish on appliances and sinks. Use as a last resort. I do recommend using the Carbona Rust remover products, but again, watch your cloths carefully.

Rust Stains on Clothing
If you’ve ever gotten rust on your clothes, you know how difficult it can be to remove it. What we’ve discovered is that the absolute best way to remove rust is to use commercial rust stain remover. really. If you don’t have any rust remover, you can use lemon juice (citric acid) or white vinegar (acetic acid) as both are effective at removing rust.
To use this method, you should lay the rust-stained fabric over some paper towels; you can then cut the lemon in half and squeeze it on the stain or simply pour the same amount of vinegar juice on the spot. Make sure that it is saturated and then blot it dry with paper towel. Then, set it outside in the sun and after it has dried, you should wash it normally (assuming it is washable).
Another option is to use rhubarb stalks. To do this, you simply cut them into one inch pieces and put them in a pot of water. You then allow the mixture to boil and let it sit for 15 minutes. You then take the rust stained fabric and let it soak in the mixture for about 1-24 hours depending on the stain. Another option is to put some lemon juice and salt on the item and then place it in the sun.

First, never use chlorine bleach on a rust stain!ry using a commercial rust remover. Just follow the manufacturer's instructions.
You can try this home solution.
Cut rhubarb stalks into one inch pieces and put in a pot of water. When it comes to a rolling boil, turn off the heat and let sit 10 minutes. put mixture thru sieve. Toss rhubarb. soak rust stained fabric in solution for 1 hour to overnight depending on amount of rust. Works well either warm or cold. Launder item as usual.
Especially for a white outfit try this:
boil water adding cream of tartar and dip and boil article for a few minutes, rinse. Super white and rust free.

Okay...if you have not already washed and dried the jacket, you can try Quaker State Rust Remover or any other brand, really. The trick here is to try it once, DO NOT WASH. If it gets lighter, retreat it. Once it is gone, then wash in cold water and hang dry. Check it again. Repeat if you have to BUT DO NOT DRY IT UNTIL THE STAIN IS GONE. DRYERS SET THE STAIN !!!
Good luck!
