As far as I know, in Texas you can not keep a raccoon unless you are a licenced wildlife rehabilitater. No pet raccoons allowed in Texas...
I know that they are very cute when they are young, and they can be tamed (somewhat), but when they become mature, they can become aggressive. I would suggest you contact wildlife rescue (google it) and they may be able to help you out.

The way i look at it, if it's not illegal to kill them, why should it be illegal to care for one. I myself have a baby raccoon, I live in Alabama. Whether or not it's legal i don't know, and i don't care because i don't plan on getting caught with it. Raise it, keep it at the house, play with it outside of your house, just don't take it anywhere else where it would become a problem that could be reported.

It would depend on the city in which you live. Different cities have different laws concerning keeping and raising "wild" animals. The farther out in the country you get, the less likely it is that there's a law against it. If you live in Dallas or Houston; however, then there are probably laws against it and not even a permit process that you could go through.

Most states keeping ANY wildlife - raccoons, deer, etc etc - is ILLEGAL. Especially wild caught. People do not seem to grasp that.
