I've designed and made websites so maybe this might help.

I first took a look at the original website--so if there is a pre-existing website, definitely take a look at that and get their basic components.
You need to talk with the business owner and see what she/he wants. Know your audience.
So now you'll have an idea of the general info you need.

Now look at others' websites that have a similar business and see how they organized everything.
Now is the hard part: you have to come up with a storyboard for your site. First do the homepage.
Decide how you want the site to be layed out. Colors, fonts, buttons, and links are especially important. You must choose colors that complement each other while maintaining that professional feel. Same with fonts and buttons; they shouldn't be childish if you're catering to an adult audience.
Then make other pages. Make sure that the layout and such are consistent; you don't want a page of polka dots background and another plain black--that would look unprofessional.

Make the site yourself or have a web professional make it. See if you like it and present it to the business owner to get his/her feedback. Then make adjustments to the site according to the feedback.

Finally, get a web hosting site and domain name. You're ready to publish!
