It was set up to stop this happening so that the ruling party could not reduce state funding and rely on the lottery instead - if this happened it would just become another tax.
Also, as poorer people tend to play the lottery more than the rich it would effectively mean the poor subsidising the rich (those who haven't already got private health care anyway).

Because the government decided that those things should be fully funded by the government and shouldn't have to rely on lottery income, and that the lottery should only be used for purposes which the government hadn't committed to funding in full.

IF there was a national lottery, the funds and profits would line the pockets of politicians and their crones - just like the state lotteries. Just different politicians.
