If u know HTML, then you can develop a webpage. After that u have to host your pages on a webserver. Contact a webservice provider. U have to pay a fee for their service. Links are www.globat.com, etc. Or some provide it 4 free such as www.20m.com. They also provide useful tools(pre-designed templates) so that u can design and host a webpage even if u do not know html or such languages.

Before you start, you must have following software requirements.
Dream weaver or MS Frontpage, if you have these softwares.
You have the knowledge of html (Hypertext Markup Language).
