Why do USB ports act funny?

If I plug the Ipod in to charge it wont let me stay online. Its like only 1 USB port can operate at a time. Any Ideas why? Also my connection is DSL if that helps. Also its not only the Ipod...anything that must go in the other USB port causes this problem.
