You'd have to use an anonymous proxy. However, even that is not truly anonymous. Most proxy operators will buckle if confronted with a subpoena or court order.

There's no software that you can run on your computer that will hide its IP address from the world.

~ You've been correctly informed by bostonianinmo and space man st. that there isn't. At best, anonymizers are offering you a false sense of anonymity.

These Proxy servers and proxy programs generally just redirect one port - one protocol; in this case HTTP port 80 traffic.
Sure, they obfuscate your IP address as far as the HTTP traffic on port 80 is concerned, but there are many simple work arounds, using one of the many other ports and protocols to identify you.
(A webmaster can use a simple java script or flash animation, or any number of other techniques, if he really wants to see your true IP address. )

Another thing, these programs will not hide you if you are IMing, using IRC, Bittorrent, or P2P programs and software.

Many of these proxy suites will actually restrict the sites you can visit, and they will block any sites with content they find objectionable, or any sites for which they could in some way be held liable for granting you anonymous access.
Plus, many sites can tell if you are using this sort of software and will block your access when they detect it.

You've also been told correctly that there isn't a program that will conceal your true IP from any authorities, if they want to know it.

NO!!! there are none.
Using or paying for a proxy is a waste of money. The FBI can trace you through them in a second if they want.
There have been a few cases where the FBI have walked in and taken the "Proxy Server" hard drives and scanned then, then they return them but NOW have every ones ID, and track down those they want.
Just last month the Swedish site "Pirate Bay" was shut down for a day when the Swedish police took there hard drives for a few days.

You can hide your IP Address but not the mac address of your ethernet card, so there is no use of trying out the things.

Yeah!
I am using Hide IP Platinum
See
http://www.hide-ip-soft.com/
Using a proxy server
Normal use is to avoid tracking the frequency of visits to a site or
something like that only
If you do something @#^!@#$
you can be traced

Why would you want to hide your IP address, a bit dodgy if you ask me especially as they're trying to stop Paedophiles etc!

Your IP address changes every time you log on and cannot be traced under "Normal" circumstances. BUT should you try anything "Dodgy" you can be traced.....

There are tons. Anonymizer is the most popular. Google "private surf" or "anonymous web surfing"
