Technically yes, it is. BUT- individual sellers often do not ship to all countries, particularly Indonesia and Malaysia. Also, various countries have their own eBay branches, e.g. UK and Germany have their own listings in their own currencies. On top of all that, there are varying local regulations about what can and cannot be sold on eBay.
Short answer yes, but if in USA, stick to USA sellers as far as possible.
