Yes, he does need visa to visit Croatia. You should check with the closest Croatian embassy. Sometimes they are very flexible about visas, but I'm not sure. Here is their foreign ministry web page

I don't know if South Africans need a visa for Croatia but you can contact the Croatian embassy or consulate. That link contains all the necessary information.
