How long does it take to become reasonably skilled? How expensive is it? Has anyone advice?

I had to ask what artistic photograph was and I won't say what I saw but you might want to consider another line of art. This could lead to nothing but trouble for you. I am not against you but seriously these days and times; there are men and women that would love to scam you for this kind of art just to hurt, mangle, or kill. Please consider your life if you get into this line. I have no leads for you that you could go to with companies. I found this on the e-bay and the pictures were there that's all. Type in what is artistic photograph on search the web under the question.
Click on it and go to the far right. It will get you on e-bay. This is what I saw. Is this really what you are asking about are is there something else that you are seeking.
