It seems to have included all the other countries created by the Brittish Empire. Any ideas?

Because, when the British Empire was been aquired, the dominant force in that region was Turkey and most of the Middle East formed part of the Turkish Empire.
When the Turkish Empire became weaker France and Britain fought for control of Egypt during the 19th century but Britain also needed the support of Turkey to stop Russia expanding towards India so the result of this fight was that Britain became the most influential power in Egypt but did not incorporate it into the Empire.
When Turkey lost control of the rest of the Middle East after.WW!, the League of Nations granted Britain a mandate to administer Palestine, Jordan and Iraq and France was given the same for Syria and Lebanon.
By this time the days of empire building were over for both countries and they lost control of these territories after WW2.

Actually the British did have control of Egypt and the area that now makes up Israel in the early Twentieth Century. The Commonwealth was established during the latter half of the 20th Century and included most of the countries that had been in the former British Empire.
By that time Egypt and Israel had decided to opt for independence without a connection to Great Britain.

The British Commonwealth of Nations is a voluntary organization of countries that once were British dependencies. Simply because a nation was once a British territory does not mean it automatically becomes a member of the Commonwealth. Egypt, Palestine, Jordan, Iraq, Yemen, Aden and Oman were all once British mandates, protectorates or colonies (and cover much of the mid-east;) as they gained independence after WWII they did not choose to join the Commonwealth. http://en.wikipedia.org/wiki/Commonwealth_of_Nations
