You don't say whether you are asking about the plural noun form or the third person singular verb form.
Others have all assumed the former, for which they are correct to answer "either is acceptable".
But if you are after the VERB form, there is only ONE proper form, and that is "dwarfs".

n. pl. dwarfs or dwarves (dwôrvz)

The collective noun for a group of dwarfs is 'dwarfs', a single one is called a dwarf. Tolkien preferred to use 'dwarves' in Lord of the Rings. Dwarves is used less commonly

According to my Fantasy Encyclopedia by Judy Allen the proper spelling is "dwarves."
As a published fantasy writer, I have always used "dwarves."
But I believe it is like the Oxford comma. It is a matter of perferred. It just so happens "dwarves" is the perferred and most common and accepted.

It depends. If you're talking about the little people in fairy-tales, it is "dwarves". If you're talking about how standing next to a tall building makes you seem small, the tall building "dwarfs" you.
