If you are frugal - change only when the last drop of battery fails
If you are practical - change it only when the old one cannot meet your current expectation

Usually every 12 - 15 months
I have T Mobile which is GSM and GSM offers the most flexibility when it comes to getting new phones without having to renew a contract. Remove the SIM card from your old phone and insert it into the new one.

That really depends on you. Some people must have the latest technology and change phones once they see a new phone that they want. Others will change phones after a few years.
For me, I changed phones after 3 years.
It really depends on what your needs and wants are regarding a phone.
