You need to set it from your yahoo mail to allow mail forwarding (e.g "POP Access and Forwarding ").
Then from your outlook express. add your yahoo mail account in with the settings yahoo gives u. (e.g Incoming mail server = pop.mail.yahoo.com.sg and Outgoing mail server = smtp.mail.yahoo.com.sg)
I've have tried sucessfully for SG yahoo mail BUT not US yahoo mail, becoz US yahoo mail doesn't allow the option on mail forwarding. Try if you can see mail forwarding on your Yahoo mail option look for management tools and see if you have "POP Access and Forwarding " option.

The outgoing server from yahoo should works if you can recieve its incoming.
Have you enabled e selection for "My outgoing server (SMTP) requires authentication" then check on "use same settings as my incoming mail server"? Selection are made under "Advance" tab. coz usually if you dun check on that (for my case), you can't really send out emails with yahoo's smtp port.

Mati's answer is correct, except that you will need to check if your ISP allows you to use yahoo's outgoing mail server instead of theirs. I can get my yahoo mail in outlook express by using yahoo's incoming mail server but I can't use yahoo's outgoing mail server so I just put in my ISP's outgoing mail server. Also, you don't need to activate any mail forwarding in yahoo if you are setting up an account in outlook express.

easiest way got good answers on yahoo mail, go to options, general preferences, reply address put your outlook email address in that box you will get yahoo mail in the two.

To activate yahoo mail in outlook express requires setting for POP3 and SMPT mail server. Unfortunately, only for country specified yahoo mail account provide free POP3 and SMTP server but not for general @yahoo.com users.
Yahoo! Mail users can read their email in Outlook Express by subscribing to the Yahoo! Mail Plus service. This service allows you to use Outlook Express or another POP3 client to access and manage your Yahoo! Mail messages.
If you are a Mail Plus user, then follow the directions outlined below:
Outlook Express allows you to add a new email account to your existing profile. This means you do not have to replace your current settings in order to send and receive Yahoo! Mail messages. Here's how:
1. From the Tools menu, choose "Accounts."
2. Select the "Mail" tab.
3. Click the "Add" button.
4. From the Add menu, click "Mail."
5. In the text box labeled Display Name, type your name and click "Next."
6. In the Email Address box, type your Yahoo! Mail address (be sure to include "@yahoo.com") and click "Next."

5. In the Delivery section at the bottom of the window, check "Leave a copy of messages on server" if you want to save your Yahoo! Mail messages on the Yahoo! Mail server as well as on your local computer. Do not check this box if you want your messages to be deleted from the Yahoo! Mail server once you have received them in Outlook Express.
If your ISP blocks port 25 or if you're unable to send email, then you will need to use port 587 when sending via Yahoo!'s SMTP server. To make this change, please follow the directions below:
1. From the "Tools" menu, select "Accounts"
2. Select your Yahoo! POP account and click on the "Properties" button
3. Click on the "Advanced" tab
4. Next to "Outgoing server (SMTP), change port 25 to 587
5. Click "Apply", then click "OK" and "Close"

No you can't do it, because Microsoft and Yahoo both uses different server topologies, Outlook only accepts "POP-3" server... So you can't do that..
