A few thousand full-time milita members -- max. 10,000 it is said. But there are hundreds of thousands of part-time supporters and sympathizers. Non-State fighters with a martyrdom complex don't fit into the pattern for which human rights law, refugee law and the laws of war were conceived. How do you deal with a child soldier (as we are seeing in Africa as well as Lebanon) and what do you do when a parent puts his/her child in harm's way in support of Hezbollah fighters? Or when Hezbollah intimidates them to do so against their will?
Western criminal and public safety law has very little to offer against a threat or conspiracy that has not been articulated or acted upon. That's how so many men are able to attack and to kill their ex-wives and -girlfriends, and even their children. And why a new crime of "stalking" had to be invented. The USA PATRIOT Act tries to deal with the threat of terrorism -- but it does so by doing away with traditional rights. In the end we engage in profiling: any Muslim with a beard and without a necktie is a potential terrorist and enemy. See below for an OpEd piece from Haaretz Daily that addresses just the problem you put forth: 3 soldiers who hesitated to shoot by way of self defence when a nursing mother sat in front of a cave, and they were killed by fighters hiding in that cave whom she was protecting.

there are about 4000, they are the ones with the guns and grenades.
They can call upon other fighters though and the civillians have been known to join in when needed

about 40000. thats not counting the general populace in southern lebanon. in this war, they have about 2000 in the field at every point in time.
