HELL AGAIN!!! Motorola Razr v3...?

Does anyone know how some phones are able to set different ringtones for different people...can the razr v3 do that? If so ...HOW???
Also i wanted to know why the videos are so short and most other phones are at least 15 seconds.Is there a way I can change the video length???

This is known as distinctive ringtones based on caller id. RAZR supports that - however it is not available for entries stored in SIM card. It is in the page 76 of the manual:
