Yes...they used to call it 'pixie dust' The Treasury dept. used it to mark counterfeit bills in sting operations back in the 1950s.
Now its used for fingerprinting and forensic police science. Look up the terms "Redwop" and "Greenwop".

Not that I'm aware of. But painting with laundry detergent should do the trick, although it's a little messier...
