Have you thought about pay per click programs? The two biggest, I think, are Yahoo! and Google
A few free resources – check out the sources box for links:
1) Create a blog pertaining to your field
2) Use Yahoo! Local & Yahoo! Groups – Be sure to read the TOS for each one!
3) Write articles pertaining to your field and/or expertise.
4) Advertise on Craiglist
Also, consider signing up for an affiliate program. These programs enable you to advertise on other's sites (your affiliates) and once a sale is made to you, your affiliates & the program are paid a commission.

Use the following :
- Related forums - post messages, answer messages, use your URL in your signature...
- Directories - get listed in as many directories as you can.
- If it's a commercial website you can use sponsored links campaign
- Create a set of banners and exchange space with other website
- Use Serach Engine Optimisation techniques to be really well listed in search engines so that people find your website easily
- make people comeback to your site.. use newsletters, games, or free service/goodies
- Update regularly your site
- Use your URL in all you email communication and push people to go and visit your site
- Use your URL in all your printed communication (posters, liflets...)
There are thousands of ways to advertise your site without spending a dime... but it's a lot of work ;-)

There are a number of free resources available to advertise your website and increase traffic. You can advertise on relevant free classifieds ( www.craigslist.org) ,directories (dmoz) and relevant forums. Major search engines like Yahoo, Google , MSN search are a major source of visitors for most websites and you can submit your website to these search engines for free. You can also run contests offering prizes to regular visitors. I have found the following website useful

Surf, surf, surf. Sign Guestbooks, personal pages and have your site come up high in the search engines. It works best if you leave your marks on pages that have relevancy with your site. There also is such a thing as link-exchange.
