me and 3 of my girlfriends used to go and hang out with this one guy, my 3 friends moved outta state and i still go and hang with him, but the last time i was there he was all over me, he was looking down my shirt, putting his finger down my cleavage..at 1 point he put a lighter down there, then he started stroking my hair after that he was rubbing my leg,,,,he never use to show that much interest in me..........GUY'S WHAT DOES THIS MEAN?

I am sorry but these guys are very imature. True this probably means he likes you he just has an immature way of showing it and these guys have an immature way of explaining it.
Some guys do this just because they like to flirt and no other reason. Ask him what it means. If you like him and would like to date tell him. If your just fine with the flirting keep on til he trys to make something more of it and go from there.Do not sleep with him if your hsving to ask about this you are not ready for sex.
