Yes, virginity (physical virginity anyway) can be restored. It's called hymen reconstructive surgery.

There are two types of virignity.

MORAL VIRGINITY:
No surgery in the world can restore it.

PHYSICAL VIRGINITY:
1)The Hymen is a sign of virginity, but this tends to break due to
excercise, sports, injuries.Hymenoplasty is a comestic
surgical correction.
2)The tightness & firmness of the vaginal walls can be restored surgically.

Not a chance. Virginity is viewed primarily as the act of having sex for the first time, however an older belief is that one can tell if another is a virgin if the hymen is intact. However this is false due to the fact that the hymen can be ruptured in many non-sexual ways. For instance, bicycle riding can cause the hymen to tear. Once it has been broken, there is no sense in even repairing it because it is likely to get torn again during an activity as simple as running.
