This is highly dependent on the program. Some are legitimate - for instance, many medical transcriptionists work at home, doing several hours at a shot, transcribing doctor's dictated notes and typing them into records.

On the other hand, any scheme that promises lots of money for little work is almost certainly fraudulent. For instance, "shipping agent" almost always really means "money launderer".
