I wouldn't base my decisions just solely on the smoking part. That wouldn't even come into play. It would be base ONLY on merit and performance.

Well, most employers would want an employee who is very ideal and do not have any vices. But if smoking is tolerated in your office, it shouldn't matter if you smoke. Promotion should be based on actual work performance and employment merits.
