There is no "earliest age"...my Mom was 37 on breast cancer and I've heard of some in their 20's.
If you have ANY skin anomaly, get to the doctor...ASAP. Don't mess around with it!

Statistically speaking, it is highly unlikely that women under 40 get breast cancer, although it can and does happen to women in their 30s and even 20s. Perform a self breast exam each month (ideally a couple of days after your period is over) so that you get a feel for what your breasts feel like, so you can recognize a lump in the future. Breast cancer risk is the highest for women in their 50s.
Skin cancer-- there are many types of skin cancer; most are highly treatable. Most skin cancers are caused by too much sun exposure, especially if you are light skinned. If you have a mole that is changing (getting bigger, changing colour, bleeding) get it checked out with a doctor ASAP. Also, if you get a new mole, raised up, and odd-shaped or coloured, see a doctor.

Breast cancer in young women is increasing at quite an alarming rate, this is linked to the fact that young women are drinking more and more alcohol. If you have more than 2 normal measures a day ( that's 2 half pints or 2 shorts ) the chances of getting breast cancer is increased by a massive 40%.
Regarding knowing whether you have skin cancer I think if a mole changes you need to see a doctor, however I am not too sure on this one, my advice to anyone worried about it is to get urgent medical help. There are obvious ways to try to prevent it happening such as not staying in the sun for more than 15 minutes at a time, if you do sun screen needs to be re-applied every 15 minutes, it also needs to be re-applied after being in water, my advice is to keep covered up. Children are especially vulnerable, keep them covered in loose clothing at all times and make sure they have hats and sun glasses on.
