Elrond is the name of the older Elf, the king of Lothlorien. Orlando Bloom played the younger Legolas. A more deeply enriching and inspiring series of books would be hard to find. The ending in the movie was a touch out of kilter. Should have remained true to the book, IMHO.

If you mean Legolas, the younger elf who is an archery master, it's Orlando Bloom, an actor who can also be seen in Elizabethtown, Pirates of the Caribbean, and Troy.
If you mean Celebron, an older elf who appears near the end of the first movie and at the very end of the third movie, it's Marton Csokas, who can be also be seen in Aeon Flux and Kingdom Of Heaven.
