I have a tongue ring as does my sister. My sister went away on a class trip at 15 and had it pierced. She tried to cover it up, but my parents eventually did notice. All I have to say is that she was on a short leash for a very long time, and that sucks when you're that age.
There are places that will pierce people who are underage, but I can tell you from experience, you don't wanna have your tongue pierced in a place like that. A reputable piercist is always going to ask for ID, and they are thorough.
I would suggest holding off on the real thing for awhile. The fake ones are just as good. In a few months have a 'talk' with them (don't get upset or yell, be mature. Just discuss the issue as an adult) about getting your tongue pierced. It doesn't have to be permanent like a tatoo. If you decide to take it out, you can.

Uhm.. nothing??? wait until you are allowed or until youre old enough to make the decision yourself... or you could try holding your toungue with two fingers for about a week and pinch really hard to see how it feels to have one.. that oughta change your mind...
