Yes. Its a mark of her heritage.

Many people try to "reverse the role" which is a great idea in understanding a more global viewpoint, but in this case its not comparable because it isn't a part of white or any other heritage. It's ok to wear a shirt that says "Yeah Germany!" but not "Yeah Hitler!".

That slogan came around because beauty icons and fashions were not black-friendly, like Greta Garbo or Marylin Monroe. This is a statement meaning that although you think so, black IS beautiful. In this girl's case, she's saying "I am beautiful." and that's ok...but I don't think that anyone asked if she was black... :-)

I say YES. It doesn't have to be racist at all! It's just an expression of pride in one's own heritage/race. There's nothing wrong with that at all.
