Moscow is 9 hours ahead of Chicago.

If it is 07:00PM in Chicago, it is 04:00AM the next morning in Moscow.

Moscow is about 30 degrees east, so would be on GMT+2; Chicago is on US Central time GMT-6, so subtract eight hours from Moscow to get 1 PM in Chicago. For a long time, Moscow kept GMT+3, but this was a mistake which by now they perhaps have fixed.
