maybe its prolong use of lipstick, poor brand which dun have lip conditioning and lip protectant, moisture or maybe because you didnt remove your lipstick at the end of the day.
Why not try exfoliating it with your daily toothpaste? Before or after u brush your teeth, apply a thin layer of mint toothpaste on the upper and bottom lip, wait for few secs then rub it off lightly. Repeat it like for 3x a week, u c the results. Healthy looking lips.
Use Johnsons Baby Lotion to remove your lipstick, not only its cheap its got good lip conditioning in it. My mom always removes it everyday with it and she got pink lips ...also get a good lipstick coz not all lipstick is compatible with our lip condition.

I don't know why your lips turns black. I heard that creams with Vitamin K is good for dark spot such those dark circles under eyes. Maybe if you try to use a cream with Vitamin K on your lips can help it come back for its normal color, or maybe you are not having a healthy eating habits that is causing this side effects.
There is a cheap cream called Vita-K easily found on any drugstore like Rite Aid or Duane Reade, maybe it can help you.

purchase a soft toothbrush designed for babies, and gently brush your dry lips. Once you have done that, moisten them with a little water, and help seal the moisture in with a little vaseline. Now, when you go out during the day, you will have to wear clear lip gloss, and try to go easy on the lipliner until your lips return to their natural color. And remember, black is beautiful.

your black lips have been caused by drinking too much tea, coffee or by smoking, you will need to cut it down before your lips can lighten. Apply Vaseline to your lips regularly. Ghee is also very good, apply a little ghee every night. This keeps lips moisturised. You could also apply lemon juice to your lips daily, to lighten them slightly. Wear lipstick with sunscreen, as uv radiation may cause pigmentation.

avoid using color stay or stay on lipsticks, use lip gloss /balm when necessary.
You should also avoid using non branded lipsticks... this could also be a cause
