Communist governments are not democratically elected. Communism is a political philosophy as is democracy. They are, in most ways, opposed to each other.
A tenet of democracy is free elections - communism is marked by only one party on the ballot - the Communist Party!
The first true attempt at Communism was the Soviet Revolution of 1917 (Vladimir Lenin). After that many coutntries followed - especially during the Cold War years.
Communist nations include China, Viet Nam, Cuba. But many became free (democratic again ) after the Soviet Union fell in 1990. Most of those were Eastern European Countries such as Poland, Romania, Hungary.

This sounds like Italy to me. They have been relatively tolerant of many political ideologies, and the number of governments that they have gone through since the end of the monarchy would suggest that a communist government or two may have been among them.

I'd say China... But wait. I don't think any of them were actually elected by a democratic process. All were established after some sort of war or revolution unless you're not referring to actual countries in this case.

I think the bolsheviks exploited marxist idealogy around 1917and tricked people and had support of the working class at first but eventually had to use terrorism, force and propaganda,and ended up being the party that made the country Stalin's totaliarian society, years later.but they borroewd these techniques by studying the past ,because russia had quite a few revolutions and tsars, it was one of these earlier wars where the model for the gulag was developed before 1917, or was the inspiration for the first one opened I think it was a sharaska,type of gulag, and this gulag system eventually became a country wide thing with one in everymajor city across 13 time zones. the people voted to socialize property and for communism to prevent becoming product or working slaves of capitalism, a few rich controlling the masses, it was a democratic process at first,and good intentions were presented, of course like any system things can become corrupt and when a government is taken over and a dictator emerges from laws that were already existing but exploited to the government's advantage ,people find themselves in these types of situations. the people also did not protest when peole were being killed or genocide was being practiced at first, because their fears and beliefs were being exploited, everyone was a terrorist or threat to national security,at one time or another and vilified, so apathy and ignorance help keep the masses compliant.then terrorism and propaganda, all the writers and celebrities or scholars who did not comply were exiled,executed some remained dissidents and others killed themselves only one writer stood up against the government and remained a dissident until he was exiled in the late 30's and all the writers that complied and made propaganda were eventually targeted as terrorist and died in the system they helped create by manipulating public opinion ,tihs serves as a model for countries today, who can use these perfected techniques of propaganda,terror,exploiting values,ethnocentricity,racism and classism to maintain mass apathy and ignorance while laws are being written and ratified to decrease citizen and human rights in the name of safety, in varying degrees. these people were not evil, they were not vigilant in maintaining their awareness,education level, and were human and we tend to think emotionally 95 percent of the time and they failed to maintain their objectivity ,amid all the chaos,one could say that Bush is a dictator because he was senate appointed, and has extended the executive powers in violation of the constitution ,as one of the answerers before me did, but I disagree, George Bush did not invent this wheel, and some of the ratifications to the constitution that violate human rights and limit ours as citizens were signed and introduced by bill clinton. government is an evolving entity,that citizens must feel free to stick their noses in and enssure some checks and balnces remain in place,like our founding fathers wanted us to have a self representing republic, but it is up to us to keep it that way, but it is much easier to act like the russians and be manipulated by hatred,and fear and be a good patriot,while our belief systems are exploited, those illegals,muslims,jews,liberals,democrats,republicans.just like the russians we sit on our butts listening to the propaganda box,pointing our fingers at everyone and vilifying them as we do nothing to help ourselves,it is no use or it does not affect me, no one noticed in this country when all those poor people were left to die during hurricane katrina.other countries watched as they screamed and pled for their lives and were ignored by rescue workers who were only helping the rich, fox news did not report on the firemen turned away at gunpoint preventing them from helping victims, or the naval ship with a hospital prevented from helping,or the families being torn apart undergunpoint and send to different parts of the country, or the astrodome with no food,electricity that people were forced to go to, or the decaying bodies piled up on the street,that could not be buried,but soldiers could stand by and guard buildings or the places the red cross did not go to,or were prevented from helping, or anyof the other stories that other countries knew about,because their media is not as filtered as our mainstrean m corporate owned media,if we look at ourselves we can see some similarites and understand how a nation becomes this way it is not about communism,democracy or politics,it is about humanity and refraining from dehumanizing others or the failure to act this way out of motivation for profit or out of apathy and ignorance
