It is :-
The political orientation of those who favor government by the people of by their elected representatives
A political system governed by the people or their representatives
Rome were not following a system of democracy like Greece, but were first republic and then an empire.

This question should be in word category for crossword puzzles. The Romans had a democracy just as the Greeks before them, but Rome ain't all that ancient. Rome turned into a dictatorship in the end though.

Power did not lie with the people. Minimal research would show you that similar to current US government, the general populace was governed by representative, i.e. the Senate. Eventually, the military also stepped in, and Ceasar became Dictator pro temp.
