First off, witchcraft doesn't work that way. Anyone that tells you a spell can control someone else isn't using witchcraft the way it should be. A spell like this goes against the Rede. Besides I'm sure your friend would rather know that they found the right ideal mate by their own means than by some cosmic force bringing them together. It just doesn't work that way.

There is no such thing, a spell like that would be interference of free will. Besides, how do you define an "Ideal Mate"? What are the standards, who gets to decide? People change, the right person of today might not be in ten years. Building a good relationship takes work, commitment, honesty, and above all, compromise, none of which can be achieved through magick.

I have read the other answers and agree to a point.
You want it to be fast, well that won't happen...unless the persons mate is literally right around the corner. I mean that both literally (he/she lives really close and is free of any entaglements) and figuratively (meaning it is the right time for both of them). It could happen.
Secondly the long lasting part may be unrealistic. It will naturally last as long as the deep and enduring feelings of love are there and that is up to the couple to nurture and bloom. THere is nothing you could do to create that.
Anyone can create a spell. You need only what you think would be suitable for this person to meet their mate. Put as much or as little attention to the details as you think necassary. You only have to google Love Spell to find the items you might want or need. and the full moon is right around the corner. This moon is the Grain Moon, which is a great time of year to reap rewards of love and abundance.

No such spells exist or work. Those kinds of spells are for "control". If you cannot work on yourself to be able to find your "ideal mate", then you are not ready for a long-lasting relationships. As with most things, it takes several necessary steps towards that end - friendship, relationship, engagement and marriage. Communication, trust, self-love and honesty are also key factors. As a (poor) example, when driving to the store, you wouldn't start at your home, then arrive at the store, without first driving down the road, right? You *always* need to start from Point A, pass through Point B in order to arrive at Point C. Right?

Witchcraft does not work like that - you have to remember that whatever you send out comes back threefold. You don't make someone find their ideal mate because you casted a spell. You friend will find the right person when the time is right.

Is this "someone" of a gender you're attracted to? 'Cause giving 'em a good hard shag would do wonders for their self-esteem, which is *always* a plus when seeking out a lifemate! Magic is cool and all, but the simple ways work best!
