My world, I rule. I'd pretty much let folks do what they want tho.
It would be a very small world, maybe 50,000 people divided into several villages. Each village would have it's own flavor - one would be intellectual, one would be a party town, one would be arty, one would be "normal". That way everyone could visit other places to have fun and move if they felt like they fit better elsewhere.
The people would be a broad cross-section of humanity but no "tokens". Everyone would have other people from a similar background because I have seen what it does for a person to die without his tribe. I would encourage the different groups to interact with the others but also to rejoice in their own customs.
I realize the population is not large enough to sustain multiple cultures but in the few generations that it would take to blend the community, I would hope they would save some of the best of each.
There would be a party somewhere every night but some parties would be more of a religious celebration and some would be all about the music. There would be just party parties too but I would limit drugs and alcohol. I wouldn't ban them entirely but I would have age restrictions and not allow them for those who must work or be responsible for kids before the effects wear off.
In a truly ideal world, there would be no need for condoms because there would be no disease and having children would be easily preventable in other ways. If I did not have control of those factors, I would provide free condoms to everyone.
There are lots of other details I could tell you about my perfect world but my fingers are getting tired.

probably not very many since there are a TON of people I'd have to hurl into space! the ppl that would be there would be the ppl i deem WORTHY of being there. lol! the rules? well to many to list here, but in a nut shell...what i say GOES. I would rule (wouldn't YOU? if it was your world). yes, parties...but within reason..crazy things happen that way and I'm settle down, so the ppl i had in "my world" would be fun ppl...but not insane! yes, but only ones that are enjoyable. the rest are done by robots or whatever.
oh there HAS to be liquor! and there better be condoms!
my world wouldn't be perfect..that would be boring. but it would be fun and interesting. a place for discussion...yet! i rule supreme! hee hee.

my world would be a rebel pride world, where you can display your rebel pride without the stupid remarks, be able to have guns in your truck, have a giant discount liquior store, and live out in a huge pasture with a huge red barn, for saturday nite dances, kind of like the old west days, before we got all these stickin rules,,, REBEL PRIDE
