Ummm, promotion is the act of upgrading one's position at work to a higher grade. Military orders have defined ranks along which individuals are promoted. Corporations have pyramid-structures of organization, with individuals promoted to oversee small groups of individuals immediately beneath them in "standing," within the corporation.
Since Napoleonic times, promotion has become a function of merit and achievement. Proficiency and training take precedence over seniority and social relationships. That is, under optimal circumstances, those who are promoted are the best candidate of those people within their level at the company/organization.
