the built in text-to-speech feature in windows XP is typical microsoft; lame. try going to 'snapfiles.com/freeware' and check out a couple of their downloads that feature a few voices (3-4) which can be modified (pitch, tempo, etc.) (i think it's in the 'misc.' catagory)
