Definitely not the Scandinavian (Norway, Denmark, Sweden, and Finland) nations. The Low Countries are The Netherlands, Belgium, and Luxembourg. The name comes from their being at sea level - or below - and on some reclaimed land. There is also "low country" in the United States: the Carolinas, for instance.
Scandinavians are the decedents of the Vikings, Lapps, and other tribes of the very far north of western Europe.
