The file that's missing may have been erased because of a virus, but before you can do a virus scan for that you've got to get windows going. I'd need to know what kind of windows (or Operating System) that you're running before I could give an accurate step by step repair guide, but this should work just fine.
First you will have to boot in safe mode by pressing the F8 key during start up about once every second. Then when the options window appears, choose to start in safe mode. If windows starts continue to load until you are able to access "My Computer". Once that is open press F3 and type in "pci.sys", the missing file, and once it is found, right click on the file and select copy. Then you can copy it to "C:\windows\drivers\pci.sys". Make sure the slashes are \ and not /.
There's a good chance that this may not work so go back and restart pressing F8 again as before. This time choose to boot in Command prompt. After command prompt has loaded it will show a screen that is black and white showing text such as "C:\Windows\...>". This will let you copy the file without being stopped by window's not finding it. To do this you may be able to type "copy C:\WINDOWS\ServicePackFiles\i386\pci.sys C:\WINDOWS\SYSTEM32\DRIVERS". Now the file is back where it belongs and windows should start and all your files are there too.

Boot up in "safe" mode (F8 as bios is loading and before it goes looking for an OS). Then run scandisk. It may be able to fix the problem. Copy the error message and see if a friend has that same file on their system, copy it to a flopy, install (copy it to the correct location) in safe mode. Then just reboot. Running in safe mode there is a good chance that the missing driver isn't going to get loaded any how. So you should be able to go around it and then fix or replace it.

Gosh!!! Your windows must be pretty small. Why don't you try to take your Laptop through the DOOR instead?
Jokes apart, you seem to be having Virus problems. First thing, get a backup of your data on some other hard disk, format the main drive, reload Windows, update it, load some good anti-virus and then use it. You may also try to copy the said driver file from some other system, but I doubt it will work.

You'll probably have to repair windows. In that case put the backup cd into the computer and follow the directions to repair windows. This should not cause you to lose your files or settings.

Looks like a system file has gone missing or is corrupted. Check your laptop's boot disk, it should help you extract this file and load windows.

Re-Boot with system disk in it and select recovery mode. once there you will get the DOS mode with a C: prompt Type in sys c: and hit enter that will replace MSDOS.sys file and command files as well.

Your laptop should've come with a backup cd or floppy for windows. Check and see

use a second computer, set your harddrive with the prob as slave and the other as master... copy what you need to backup, after done try to replace file. If you can't reformat...

put your boot disc in the drive and do a reinstall of windows. dont pick full format and you should still have your files.
