When I was in Cozumel, Mexico we went to a topless beach. There were too many to count.
Also, where I live, a woman can legally go topless in public if she so chooses.

My friend had a (all girl) pool party for her 16th, and all of us decided to go topless. There were about 20 of us. Some like me and the birthday girl swim topless all the time. For some it was their 1st time. It was really cool.

18 in Niagara Falls, Ontario at a "Gentlemen's Night Club." It was my exbrother-in-law's stag and Miss Nude North America was the headliner.
