It must be cleared in California first and then you can get one in Texas.

You'll find out when you go to apply at the Department of Public Safety. They'll be checking with California for the reason(s) why you had your license suspended, and then the verdict will be passed on to you. God Bless you.

I doubt it. My license was suspended in Michigan, and when they ran my SSN at the local DMV (after I moved to Georgia) I couldn't get my Georgia license until I had it taken care of in Michigan.
