Not sure about your PCTV issue, but perhaps it's having an IRQ conflict with another device. Usually you can solve that by removing the card and reinstalling it into another PCI slot. You can also check the BIOS for improper settings.

As for a good TV Tuner Card, check out Hauppauge:

I have the PVR-250 and it's got all the features I could ever ask for! I found it on eBay for less than $120 new 6 months ago.

The problem appears to be a driver issue. I suggest you try installing the card in a different PCI slot and run the installation disk again. Try going to the manufacturers site for driver updates also. Hope this helps.

i've tried this one: Sicuro Digital Entertainment Center - it's very easy to install and i like the features - you can record and pause a live tv, and it also serves as a video capture device for your other video inputs such as vcr, video cam, video game. it even comes with a radio (FM) tuner and remote control.
check out their site: http://www.sicuro.us/dec.html
