if you need to send a picture through email then use attachment option while you compose your mail
And if you want to post in any site then there are two possibilities one is that you want to post on some other sites, in that case the site will have an upload button to upload your image.
And if its not the thing, you need to upload your own site in that you need your picture then will be the option

find an upload site like on photobucket, tinypic, imageshack, filelodge yahoo geocites etc then just sign up and follw their upload procedure
