Most girls who wears tube tops wants to be sexy, the problem with that is, the wrong girls wears it and your sister is One of Them. You have to have a figure to pull that off, and by your question She doesn't fit the Bill. Tell her to get real and put some clothes on that is becoming instead of making her look like a whale.
